A river basin water management authority is responsible for water regulation and flood prevention across multiple rivers within its jurisdiction. However, it has long faced several challenges: dozens of flow monitoring stations are distributed throughout the region, some in remote mountainous areas. A large amount of monitoring data still relies on manual, onsite meter reading at regular intervals, resulting in poor timeliness and high labor costs. During flood seasons, the authority cannot monitor realtime flow changes at various river sections, making it difficult to make rapid dispatch decisions and posing significant flood control risks.
